Board of Directors

Foster Family Service was established by Lee Henderson in 1989 as the first private foster care agency in El Dorado County. As directed by state law, Foster Family Service is a non-profit corporation, overseen by a volunteer Board of Directors. Based on their combined years of professional experience with at-risk youth, our Board believes that every child should grow up in a nurturing family setting. To accomplish this our staff and services are closely monitored so that we can be the best placement agency, where children leave our program in a healthier condition than when they came to us, and where our foster families are enriched in ways they never thought possible.

Kathleen Hughes

, M.S. Kathe is a retired Program Manager from Sacramento County Department of Human Assistance with 30 plus years experience in social services programs, has 10 years experience teaching with U.C. Davis Center for Human Services, and has been a foster parent. Mrs. Hughes enjoys helping develop supports and on-going services for children in foster care.

Stephen Shortes

, B.S. Steve has a background in both finance and theology, and has used this knowledge to build a successful business named Mother Lode Insurance, volunteers as a chaplain for local emergency responders, and is an adoptive parent. Steve is committed to supporting our continued emphasis on professionalism and service to children and families, and hopes to see help implement a mentoring program for youth emancipating from foster care.

Bill Hughes

, M.A. Bill is retired from the Sacramento City Unified School District where he held positions ranging from Business Instructor to School Counselor and Administrator, was an Adjunct Assistant Professor in Career Counseling and Continuing Education, a Trainer for the CA Youth Authority, CA State Department of Corrections, and Job Corps, and has been a foster parent. Bill is impressed with the professionalism and compassion of our agency’s foster and adoptive parents, and looks forward to helping with legislative advocacy for foster care issues.

Dr. Stuart Van Horn

, Ed.D. Stu is the Dean of Career and Technical Education at Folsom Lake College (FLC) in Folsom, Dean of FLC’s Outreach Center in Rancho Cordova, previously responsible for the state athletic office business functions with regulatory oversight of all community colleges for the Community College League of California COA, and is currently a foster parent for medically fragile infants. Stu has considerable experience creating corporate partnerships, organizing large-scale events, and serving in both hands-on and oversight capacities to programs that serve special needs youth.

Katie Van Noord

, L.C.S.W. Katie is a child and family therapist with Sierra Family Services, and formerly a clinical supervisor for El Dorado County Department of Mental Health. Katie has a deep appreciation for the challenges faced by foster and adoptive parents, and strives to provide guidance to our agency’s programs so that they can be as effective and enriching as possible.

Matthew Morgado

. Matt is a store manager with Umpqua Bank, and brings years of experience in finance, small business management and real estate. Matt supports numerous non-profit endeavors, and greatly enjoys giving to the community.

Sheila Silan

. Sheila is the foster youth liaison for the El Dorado County Office of Education, as well as a veteran foster parent. She is extremely passionate about foster youth’s educational needs being met, and works diligently across the entire county of El Dorado to advocate for this special population.

FOSTER PARENT REPRESENTATIVE

Bonnie Resendes

. Bonnie is a veteran foster parent, former small business owner, Certified Parent Project Instructor, and coordinator of our regional center services. She seeks to enlist input, both positive and negative, from our foster parents so that the Board of Directors can ensure their needs are being attended to.

ADVISORY MEMBER(S)

Dr. Arthur Magana

, Ph.D. Art is a licensed clinical psychologist, in both private practice and as a psychologist for Head Start. He has been affiliated with our agency since its inception, and continues to provide input both to staff and to the Board of Directors.

Teresa Downey

, C.P.A. Teresa is the agency’s accountant, but also works very closely with the Board to ensure the agency’s financial standing remains healthy, compliant with rules and regulations, as well as true to the high ethical standards in which Foster Family Service was founded.

Wendy Knutson

. Wendy is the agency’s financial analyst, and works hand-in-hand with both Teresa and the executive director to facilitate all of the agency’s financial transactions.

EXECUTIVE DIRECTOR

Dr. John C. Johnson

, M.S.W., Psy.D. John was recruited by the agency’s founder in 2004, and brings to the agency several years of experience in both the public and private non-profit arenas of child and family welfare. In addition to his duties with our agency, John is a member of both the field faculty and Title IV-E MSW Graduate Program Committee at CSU, Sacramento, United Outreach of El Dorado County, and Rotary International.
